Anyone ever come across this problem? I drive a 10 yr. old Volvo.
There's a problem with the brakes when travelling at very low speeds, e.g when slowing almost to a stop at traffic lights.
Brakes cut in and cut out in a series of rapid jerks. This has resulted in a number of minor collisions.

have you taken it to a mechanic? seeing as it's causing accidents like?

Sounds like the ABS is playing up; you'll need to go to a mechanic.
