    I used to have have this happen me sometimes, and came to the conclusion it was the shape of the pipe going from outside of car to tank (I could be completely wrong here) and sorted it by holing the pump in a different position, I kinda don't really put it in as far as it goes, more just in like. Might be worth a try to just try slightly different positions for the pump.
