Would powercity have any issues giving refunds if someone bought a bluray player and it had issues playing avi files via usb harddrive?

Depends on whether the Bluray player was supposed to play these or not. Does it state on the box, or in the manual, that it plays Divx? If it's supposed to play, but doesn't, then it's faulty. Faulty should be replaced, repaired, or a refund given. They have to offer one, but you can't force them to the one you want. Also depends on how long you've had it.

Depends on what codecs and/or HDD formatting is supported

Is the bluray player supposed to be able to do this? Do it say in on the spec/manual somewhere?
