Just wondering if anyone has seen any indication whether or not capital gains tax will be increased from 25%?

I was thinking about this recently. It was increased from 18% to 28% in the UK and I wouldn't be surprised to see it rise to 30% here. Only guessing though as I haven't seen anything written about it.

Not a lot of people making capital gains these days. Might be better idea to reduce the ability to carry capital losses forward. That will increase the tax take in years to come.

If you timed it correctly, there were plenty of gains to be made in the stock market from March 2009 onwards.
