It's possible, but quite complicated to do it for free.

You can do it in itunes by selecting the file you want. Go to get info and change the stop and start time to the less than 30 second clip you want.

Then right click on the song and select create AAC version. This will give you a new 30 second clip. You can now change the original to the correct stop start times.

The new AAC file will be in the default iTunes folder.

Browse to that folder and rename the .m4a to .m4r (you need to make a change on Vista to do this I can't remember where at the moment). It should prompt you that changing the file extension may effect the file etc... It's fine.

Then reimport the .m4r into iTunes and it should be recognised as a ringtone file.

I did this originally on my 3G but I still have the same 3 custom songs on my iPhone 4 so I assume it should still work.

I'm sure that was as clear as mud, and it would probably be easier to Jailbreak and download ringtones from Cydia but that's how I did it.

The method that Nothingman describes works. And while it sounds quite complicated, after you've done it 2 or 3 times, it's actually not that hard and not too slow either.

I used the same method as nothingman- if you google it there is a step by step walk through that's idiot proof. I've done it a couple of times and it's simples
