Can anyone tell me where I can find someone that is interested in writing travel articles for a tourist web site? Where's a good place to look and what rates should I expect to pay per article with about 700 words?

You'd pay somebody half decent about E120 for 700 words, less for somebody who's not that good. If there's travel journalists you admire working in the Irish media, contact them directly and ask them if they'd be interested.
