As far as I know yes. This is from studentfinance.ie :
The following Social Welfare and HSE payments are excluded in the calculation of reckonable income: Child Benefit; Family Income Supplement; Disability Allowance (where paid to the candidate); Blind Pension (where paid to the candidate); One Parent Family Payment (Means-tested) (where paid to the candidate); Guardian's Payment (previously known as Orphan's Pension); Foster Care Allowance; Domiciliary Care Allowance; Carer's Allowance.

I cant forward you to direct confirmation, but I posed this question to a person from the Department of education.

    Their reply!
Yes! but if you are medically assessed during your course and deemed fit for a return to work you will have to survive on the grant!

You need to receive wriiten permission from DB prior to attending the course.

I called the Disability Allowance Section in Longford and they said anyone on disability allowance is entitled to take up further education. You just need to to send them the registration letter of the course you are doing.
She said you can also request a letter from them stating they received notifcation from you (probably wise).

    more info here:
    Disability Allowance

Exemption or permission not required. However, Disability Allowance Section must be notified that DA recipient is commencing a course of education, training or development.
