Community Services Programme Job

I've seen a job that is advertised under the community services programme scheme. It seems that 70% of employees under this scheme have to come from certain groups
An important aspect of the programme is the emphasis on the creation of employment opportunities for specific groups suffering social or economic disadvantage. As a general principle, 70% of workers in CSP-funded posts must be from the following target groups:

Persons in receipt of Jobseeker’s Benefit, Jobseeker’s Assistance or one parent family payment.

Persons in receipt of disability allowance, invalidity pension, blind persons pension or other disability benefit.

Travellers in receipt of Jobseeker’s Benefit, Jobseeker’s Assistance or one parent family benefit.

    Stabilised and recovering drug mis-users.

    Ex-prisoners.
People employed from Community Employment (CE) and Job Initiatives (JI) schemes are deemed eligible. Rural Social Scheme (RSS) workers who are former CE placements are also eligible. CSP funding is not intended to replace existing CE schemes which have a different focus and priority.
This focus on employing those from specific target groups, adds increased value in terms of the benefits the programme can provide in disadvantaged regions.

The job I'm interested in asks for an eligibility form to be filled out but it doesn't say what the eligibility criteria is?

I signed off JSB this week because I am starting full time college on Monday. At this point in time I am not one of the listed groups above - What I want to know is would I still be eligible for a part time job advertised under the community services programme scheme?

Should I ring the employer and enquire?

It was so much easier to blame it on Them. It was bleakly depressing to think that They were Us. If it was Them, then nothing was anyone's fault. If it was us, what did that make Me? After all, I'm one of Us. I must be. I've certainly never thought of myself as one of Them. No one ever thinks of themselves as one of Them. We're always one of Us. It's Them that do the bad things.
