What powers have the customs got

ok really wanted to know what powers the custom have. at the moment they are very busy chasing cars that are not vrt'd and checking incorrect fuel in cars but what powers have they really got, what can they ask you to do and what can they not.. they use not be able to stop you on a public road without the garda present but…
