    Description:

    Key responsibilities:
    • Manage the development process for web communications, through researching best practice.
    • Liaise with ICS on technological requirements relating to web and application development.
    • Source and create content ranging from written text to podcasts and moving image from across the Service.
    • Ensure PSNI digital communications meet best practice standards in terms of usability and accessibility.
    • Advise Officers and staff on appropriate content and amend information received to comply with guidelines.
    • To build and design and map web pages for the PSNI website.
    • To design, develop, monitor and update digital communications for example Facebook, Twitter and Blogger.
    • To measure and evaluate the success of digital communications and benchmark with other organisations.
    • To keep up to date on emerging technologies and Digital trends and make recommendations on how the PSNI can maximise these.
    • To record, edit and compose audio and video content using appropriate software.
    • To advise Media and PR department on digital element of campaigns. • To maintain the corporate policy regarding the external website. And social media channels
    • To maintain and update content of the Department of Media and PR and DCC blog pages on Police Net.
    • To ensure standards are maintained in relation to content and web services including compliance with legislation [for example DDA, FOI, copyright and e government guidelines].

    The main duties and responsibilities reflect the main elements of those associated with this position. It is not intended to be exclusive or exhaustive. Knowledge and Skills The type and knowledge and experience required by the role holder includes:

    • The ability to have working relationships with varying levels of seniority.
    • The ability to work to strict timescales and prioritise workloads.
    • Copy writing skills, the ability to tailor complex information for online audiences.
    • The ability to set, measure and evaluate digital objectives.
    • Well developed technical knowledge and practical experience and sound knowledge of video, audio recording and editing skills.
    • Organisational skills including the ability to manage and prioritise work. • Strong computer literacy.
    • Strong communication and interpersonal skills.

    The external website is one of the primary channels for members of the general public to interact with the Police Service and obtain information which can vary from crime prevention to appropriate points of contacts within a District. The Police Service’s presence in various web communications channels is critical to engaging with the general public. It is a critical mechanism for requesting information on ongoing investigations. It provides a visible presence in respect of enhancing public confidence and allows the Service to issue reassurance messages and offer crime prevention advice. Should serious errors occur Line Management should identify these fairly quickly, as a decrease in level of service to customers will be apparent.

    Essential criteria:

    Experience of working as a Website Development Officer to include the following elements:
    • Designing, building, maintaining and updating websites
    • Content managing a website
    • Scanning and uploading photographs and graphics to websites
    • Converting text to HTML and other languages
    • Liaising with third parties in relation to website queries
    • Experience of using the Microsoft Office package specifically Word, PowerPoint and Outlook Understanding of Obtree / LiveLink Website Content Management system.

    Full current driving licence and/or access to a form of personal transport to allow the post holder to meet the requirements of the post in full.

    Desirable criteria:

    Level 3 Qualification ( e.g. NVQ Level 3; A Level; City and Guilds Level 3) in IT or related discipline where website design was a component of the course Experience of using Adobe/Photoshop packages to create websites Experience of using Macromedia Dreamweaver, Flash and Frontpage.
