I know that a Cat C is a commercial, so it needs a DOE and commercial tax etc...my question is Cat B ..does this require an NCT or a DOE, Can someone explain the requirements as regards testing, insurance etc...The VRO couldnt tell me what was needed...

Surely you know that a car needs an nct every 1/2 years if its over 3 years old.The insurance company might ask for it to get insurance on it.You have to have it to be legal on the road.

I presume by cat B, you mean EU licence category B?

Depends on if it's a classed as commercial or private vehicle.

I don't think he was asking about licence categories.
It's probably about VRT vehicle categories.
    Cat. A is cars.
B is car derived and jeep derived vans.
C is big vans, lorries, tractors, busses, etc.

To answer the question - Vehicles of category B needs to have DOE done every year.
NCT only applies to vehicles category A.

Not sure about tax though, especially after recent information.
Normally vehicles category B had commercial tax.
But i'm not sure if they can be taxed as private, if someone want's to use them privately.

Surely you know that it's every 2 years at present (for cars over 4 years old), and that the yearly test (for cars over 10 years old) does not come into effect until mid-2011?
