change direction of bathroom door

The apartment I bought is still on building process and has basic interior partition done. I found out the bathroom door in the en suite was installed open outward into bed rather than a hallway, which makes the room space less efficient. I talked to the builder and hoped he could reallocate the bathroom door to another wall, but he refused to do so, his excuse was it was too late to change. However, I just discovered the bath door in my downstairs apartment had been changed to the idea location. I do not know how downstairs people negotiated with the builder.

I am completely blank for this type of issue, could you please kindly advise:

    1. if I have a right to request the builder to do the same as what he did for my downstairs neighbour?

    2. If the builder does not want to do it, can I get somebody to do it after I have the apartment?

    3. What kinds of people should I get to do such job, builder or carpenter?
