Kinda done already. In "Logopolis" the TARDIS materialises around another TARDIS and causes a sort of "loop" effect.

Ah but that was one Tardis around ANOTHER Tardis

I thinkit would be posible as the Tardis already exists at every point in space, so by that logic theres already one there;)
