    Does this just refer to the references at the bottom of the essay where they are listed out or including the quotations you put in amongst the text?

    The only way to be sure, is to test it out in a word document for example by looking up "properties" in either case.
    First without insertion and then with an insertion.

    You'd be better off asking the person who set the condition, they could have meant either and there's only one way to be sure.

    I've never come across an instance where quotations were not part of the word count. However, be sure that the quotations aren't too long, as word counts, even though they can seem arbitrary, are set at certain lengths for a reason and to encourage a particular depth of discussion. So: quotes are included, but to even a relatively inexperienced lecturer it will be as clear as daytime if you use them to bump up your word count.
