    Per the tite.

    Thinking about importing a few things that have been lightly/used have no packaging, so wondering if i'd still be liable for charges?

    Yes you would if the value is over €22.

    They are, if you logically think about it they would have to be, otherwise everybody would call there stuff used/second-hand.
