Is it possible to register a judgment against some one for not paying money without the use of solicitor? I have a tennant who owes money and has been messing about however Im not really in a position to be able to legal costs.

In general you need to sue them, and succeed.

You then take steps to register the judgment against real property (land/house) which they have an interest in and/or get an order of fieri fascia to allow the sheriff to seek to take possession of personal property.

There's no requirement to have a solicitor to do any of that. However it's probably fair to say that very few people are going to be capable of doing it for themselves.

In your case as the matter involves a claim for rent you should check out the Private Residential Tenancies Board here http://www.prtb.ie/ and see if you can claim (or indeed are required to claim) before the Board. A claim before the Board is much less technical than going to court and most people can manage it themselves.

If you get in touch and describe your situation they can tell you whether your tenancy is within the legislation.
