you will want to set your screen resolution to 640x480 (or 720x480 if possible) with a refresh rate of 50hz. I would also try an 8 or 16 bit color depth.

When using old tv i use these settings,720x576 ,resolution, refresh rate 60mhz.
thats standard svideo dvd movie resolution.
    see here http://www.kingcot.eclipse.co.uk/unichrome/unichromeTvOut.html
    try also 720x480.
    see www.svideo.com for more info.
you may need to set pc to tv output to pal .
ignore info re ntsc, ntsc is usa tv standard.
    i 720x576 res i get a perfect picture,at least for pc dvd s.
    see here under video format,http://www.kingcot.eclipse.co.uk/unichrome/unichromeTvOut.html
see here , here's a tip from a Daniel W. of the UK that needed to change the setting from NTSC to PAL on a Toshiba Satellite running Win XP-home with an Intel Graphics card; if the video setting is not changed, the tele will only display black and white since the video format in the UK is PAL: "To find the correct tab to change the s-video options: Display properties; Settings menu; Advanced; Intel Graphics menu; Graphics Properties; Devices menu; Television menu; then change NTSC to PAL
    set pc output to pal.

    1440 by 900

and i cant figure how to change NTSC to PAL .

Display properties; Settings menu; Advanced; Intel Graphics menu; Graphics Properties; Devices menu; Television menu; then change NTSC to PAL
set pc output to pal. isnt even there... stupid,,,, vista

use powerstrip program, to set resolution, to 720x576, 720x480 ,try em both, which looks better.
    see here http://entechtaiwan.com/util/ps.shtm
this allows you to set lower resolutions on your pc, set refresh rate to 50 or 60mhz maximum.
look in ,display settings advanced settings, external, monitor, device, monitor 2,tv ,output,ntsc/pal tab
    something like that.
it may be already set to pal tv since the pc you have is made in uk,or europe anyway.
what graphics card and laptop model are you using.
if its nividia or ati, there maybe an nvidia/ati control panel, that has pal tv set tab on it,or external device=tv pal tab.
see here http://www.labnol.org/software/tutorials/how-to-connect-laptop-computer-tv-screen-lcd-hdtv/2331/ appearance and settings menu.
multires on the same website, also allows you to change resolution easily, and refresh rate, leave it at 60mhz maximum.
