You can't restore a 3.1.3 firmware unless your phone was previously jailbroken and you have saved shsh on cydia's server.

I too am having similar problems, though i got network to work again by restorng it, then synching it as a new phone. I was not able to downgrade, the recboot thing would not work for me either.

anyway if it helps, my settings are as follows

    Cellular data
    apn = internet
    no username or pass
    mms
    apn internet
    no username or pass
    mmsc is http://mmsc.mms.o2.ie:8002
    mms proxy 62.40.32.40:8080
    mms max message size 307200

This is all on O2 bill phone

I believe that is only true for the 3gs, 3g should be ok.
lot of discussion on how to here

If you still want to keep iOS4 you could do the following to be able to edit you carrier settings for Cellular Data/MMS, very simple:
    1. Add the following source in Cydia: http://cydia.xsellize.com
    2. Install Supreme Preferences 3.0 via Cydia (which will then also install Winterboard)
    3. Enable Supreme Preferences 3.0 via Winterboard
    4. Go to the regular Settings app and there should be a new tab called Supreme Preferences.
    5. In the Supreme Preferences tab go to Applications -> Phone and toggle the Cellular Data ON.
    6. It should now be available as usual under General -> Network
    7. You can uninstall Supreme Preferences and Winterboard now if you want but keep the Cellular Data tab.

if its previously jailbroken it might be worth a try so, you didnt say what type of iphone, 3g, 3gs?

    3gs instructions:

download a copy of iphone 3.1.3 3gs fw
    http://www.iclarified.com/entry/index.php?enid=750

you need to edit a host file in windows go to this as admin via notepad C->WINDOWS->system32->drivers->etc>hosts
add this as a new line at the bottom of the file: 74.208.10.249 gs.apple.com ...and save

now go to itunes, press shift and restore, go to where you downloaded 3.1.3 firmware, it should let you do a restore

if your 3g model skip the editing of host file, just download the old firmware and go to itunes and hit shift and restore
