As the heading suggests. Its working ok but it sounds like a fan. Is this normal or is the box broken?

    Overheating?
Is the fan (if there is a fan) blocked? Is it in an enclosed space?

By the fan there are ventilation holes, maybe give it a good blow to unsettle dust.
