Traffic regulations in a private business park?

    I have to go through EastPoint Business Park a couple of times everyday to take/collect my kid from creche.

    Opposite the end of the road at a T-Junction is an entrance to a large office block. Cars, buses and vans are always parked all long outside. Several times recently I've turned left at the junction to be confronted by a vehicle on the left hand side of the road that has just overtaken the cars parked outside the office.

    The rules of the road state that you cannot park 'within 5 metres of a road junction unless parking spaces are clearly marked' or '15 metres before or 5 metres after a pedestrian crossing'.

    Am I wasting my time writing to the management of the business park and asking them to put double yellow lines at the junction? They have just recently introduced yellow junction boxes before the entrance barriers. Can a private business park pick and choose which road regs it wishes to follow?
