Foreign driving license

I've had a driving license for the past ten years and will be returning to Ireland soon. However, as my license is not from an EU country, I cannot convert it and, according to the rules, I have to go theough the full rigmorole of theort tests and learners permits. Does anyone know a way around this?

There are other recognised states apart from the EU ones, perhaps you can still exchange it?
