BMX Brakes not really working

    Sorry if this is the wrong forum but my young lads brakes are real crap on his BMX. They will slow you down gradually but no matter how hard you pull them they really don't have any affect. I've tried changing the pads and the cable but not much difference - last choice is to change the wheels - not sure I want to do that.
    Any ideas on how to improve brake performace?
