Throttle pedal not operating

I'd be delighted if one of ye can shed any light on this problem for me.
Car is an '05 Opel Vivaro 1.9CDTi with 200k.
Basically when I start the engine sometimes the throttle pedal doesn't 'engage' for a minute. Before I go to the dealership I just thought I'd get some opinions on the matter. I'm wondering is it just something I can sort myself - maybe bad fuel - or is it more likely to be an eletrical fault?

i presume its drive by wire, it could be a faulty throttle sensor, ya will more than likely have to put it on dignostics anyway

Thanks, I have the same problem with mine. Anyone know any good software for Opel? I have a OBDII reader but can't find good software that will work with my vivaro.
