Not having read it I wouldn't know but knowing the greens there will be some sneaky bit in it that will do the exact opposite to what they say it will!!!

If there is a dog or bitch of any breeding owned within a 25 mile radius of your home, you will have to wear a dog collar with a gps tracking chip.. your photo and prsi number tattooed on the outside of your earlobe.. (if they had their way):D
