    At least they've finally admitted it.

    It was one of the more stupid things they tried to do. massive duplication of posts and offices needlessly and increased intra dept communication costs for little or no savings

    I'm honestly not aware of any decentralization (or other types of "move department/function X/Y/Z" to place Y to create work because big business left") that has ever been a success (both in talent retention but also in boosting local economy/creating new jobs).
