County council development contributions

    I recieved my planning permission yesterday :D but... attached in the conditions was a list of county council development contributions.

    The list was as follows:
    €1,191 for water
    €1,787 for sewage
    €596 for surface water
    €357 for amenities
    €1,519 for roads
    €238 for footpaths
    €357 for community open space and recreational facilities
    €4,800 for supplementary development contribution scheme 2009 water services investment programme.
    €1,588 for supplementary development contribution scheme, serviced land initiative scheme.

    And €2,000 deposit to ensure no damage to the public road.

    The house is to be built in the countryside so not sure where the footpath contribution is going :confused:

    Just wondering if anyone has built in Co.Mayo recently and incured such fees?

    the site must be within a development zone if it has:
    1. public water supply
    2. public foul sewer access
    3. storm water sewer access

    i dont think it can be considered rural if it has access to all these municipal facilities.

    Hi Syd, its about 1.5 miles outside town on the boundry of town council and county council. our site being the county council side. With the site so close to town we have the services nearby.

    thats why you have so many development contributions. Theres not much you can do but pay up and smile, alas. the supplementary dev contributions are special contributions for either proposed or existing upgrades of services. these will not be applicable to all applications in mayo, only those within the catchment of these services.

    i appreciate its a lot of money when placed beside ever falling construction prices.

    does mayo charge contributions per sq m of the dwelling?

    I do some planning applications in mayo. If your house was rural, the only contributions they can apply according to the Mayo Co Co. development contributions document are water connection if applicable & sewer if applicable. They also seem to apply the amenities contribution on rural housing even though this appears to go against their own policy document. I did query this in writing but got zero response.

    It is clear from your list of contributions that your plot must be serviced land or similar & therefore encurring these charges.

    You can appeal any condition through an bord pleanala but that would be a nightmare process. I have known people who have simply written to Mayo council querying a specific levy & the council have not be able to answer why it was applied in their case & confirmed that it could be cancelled

    Pretty much the same in Donegal. I've had a few clients who have been overcharged and when they put it to the Council they got the amounts reduced.

    Im not sure if its the same in Mayo or not or indeed in other areas but Donegal co.co. will facilitate stage payments spread over a 3 year period - 3 equal installments I think.

    This is not the case for General Development Contributions though, only Special Contributions. The only exception is if you are concerned that the Development Contribution in general was not calculated as per the specific LA guidelines. This is very easy to confirm, if you you go on their web page they should have a copy of their updated levy scheme to hand, see on what basis they calculate i.e. €/msq and apply to your indiviual case. If wrong, liase with their (LA) office first to get it amended. If not satisfied then go the route of ABP. Long process though...
