Phd Application Funding - what does this mean?

Application for Phd advises this is relation to funding:

The value of the Scholarship is €15,000 in each year exclusive of fees. Successful Scholarship applicants whose fees are paid by an external funding body will receive their stipend net of value of fees. As an example, a Scholarship holder commencing their programme in 2010/11, whose fees are paid by their County Council, will receive €10,725 per annum (= €15,000 - €4,275 (2009/10 figure) fees, paid by the County Council).

Still confused about how to interpret it - any suggestions??

I would not qualify for a County Council grant.

If you're not getting CC grant then you'd get €15,000.
