Connecting a sega megadrive to a laptop

Is there any possible way to connect the av cable of a megadrive, that would normally go into the back of a tv, into a HP Pavilion laptop?

You would need to use a TV Tuner card. They are available in USB or ExpressCard versions etc.

However, they normally have too much latency for console playing. (ie a delay between what the megadrive is doing and what you're seeing on your laptops screen).
