cons on hard shoulders

    As I drive throughout the country sometimes I see cons on hard shoulder. Talking about those outside properties next to the road. The reason why people put them there is probably safety when they going out the gate and have to stick out front of the car to see anything, but I thing maybe even more than that is their own convenience. Question is if can they do that? Road belongs to everybody and hard shoulder is for a reason as well, so even if its for pure safety reason can they do that?
