Ryan announces new important sounding talking shop

    The last talking shop on ngn wound up and Emaon Ryan needs another one to hide behind.

    The June 2009 policy paper also proposes the establishment of a Next Generation Broadband Taskforce comprising industry, Government and ComReg, aimed at ensuring that the development of broadband in Ireland will meet the demands of Ireland’s Smart Economy. My Department liaises with industry participants and with ComReg on an ongoing basis and these discussions encompass all matters relating to broadband infrastructure development. I have made it clear on a number of occasions that I favour a collaborative approach to broadband investment.

    I intend establishing the broadband Taskforce in the near future to progress the collaborative approach that was established in our initial broadband policy forum in Dublin Castle.

    Having gone through the list of "Forum", "Steering group", "Working group", its only right that it should be the turn of "Task Force" again.

    First: the terms of reference. Lets keep it tight shall we Minister; don't want to be digging up the roads.

    Next: member selection. Step forward the usual group; an idealistic mug, an industry has-been, an industry ne'er do well, a sympathetic journo, two expenses scroungers to make up the numbers, and two minders from the department.

    First item on the agenda : expenses.
    Second item: selection of preferred bottled water.
    Third item: Tea and biscuits.

    Meetings once a month for fourteen months.
    Report: further six months required including precautionary "redaction" by senior official.

    Principal recommendation: To carry out a feasibility study

    Presentation of the report to the Minister and a day's lip service en route to the wastepaper basket.

    In the meantime nothing can be done because the Minister is waiting for the Task Force to report. Should get him up to the election.

    And Brian Cowen to launch in Trinity....like he launched his Taskforce on Innovation report recently....nothing done of course.

    Update: The Minister intends to be chairman of the task force himself. This will avoid a possible conflict of interest for Aidan Dunning (Secretary General - DCENR) who is a member of the Innovation Task Force Implementation Committee, one of whose key goals is as follows.
    11.1 Key recommendation
    Given the critical need for advanced broadband services in building a highly innovative enterprise sector, the nationwide roll-out of Next Generation Network (NGN) services, for bandwidth up to and surpassing 1Gbps, should be prioritised.

    As Bat O'Keefe (chairman - Innovation Task Force Implementation) has sworn all his members to secrecy, poor Aidan won't be able to compare notes with the Minister on the relative progress of the two Task Forces.

    Has anybody heard if this body has met yet, or who else is on it besides the Minister?

    It was supposed to meet last Tuesday.

    I have moved to establish the NGB Taskforce which will meet for the first time on 14th December. It will focus, amongst other issues, on how possible collaborative approaches to investment coupled with the existing policy environment and regulatory regime, could give rise to higher quality broadband
