ministers expenses fraud?

    Hi i read about Ivor Callely who claimed large amount of money in expenses and said he was living in cork while he has actually been living in dublin according to his website. Is that not fraud? and is fraud not illegal?
    So should he not be put on trial and serve a prison sentence?
    seriously is their not a law in our constitution that says he has commited fraud here?
