Hi, Received my new UPC card which has detailed instructions how to install. It does not say if the unit should be powered on or off during procedure. I think it should be off but that's no help because it doesn't say. Anybody know? Thanks.

The card is just for encryption decoding, it won't improve your service at all but it will help UPC in their crusade against dodgy boxes.
