After moving from Smart to UPC, Valve's Steam server list is extremely cut down

    Hi all,

    Back in the former half of 2009 and indeed up to 4 years prior, I was a happy Smart Telecom customer. After moving house from Killester to Clontarf, myself and my housemate decided to go with UPC for our TV, Broadband (10 meg) and telephone service. I play some Half-Life 2 games online: TF2, CS:S etc. Since the move to UPC, when connecting to Valve's Steam servers for say, Team Fortress 2 or Counter-Strike Source, I get about circa 60 servers listed which I can connect to so as I can play the game, whereas I used to get > 3000.

    I did some investigation:
    1. My computer has not changed since it was last working correctly with Smar nor has it been reformated.
    2. I've turned my firewall off and on to no avail and the Windows Firewall is disabled.
    3. I've turned my AV off and on to no avail.
    4. I'm wired directly into the UPC Cisco cable modem - no wireless or routers / switches.
    5. There was an recent issue with the UPC line regarding signal attenuation which UPC fixed today, but it has done nothing to improve the Steam server lists.
    6. I have ensured that the game's network settings were set to <Cable/Fiber > 10M>.

    After asking the engineer about this as he mentioned some sort of UPC cobweb network that might be blocking IP addresses and that there should be a link at www.upc.ie to access more information. I'm not sure what he was talking about but after searching the UPC site, I can't find anything relevant. I've also tried to search via Google using <cobweb site:www.upc.ie> as the search string. Methinks this is an UPC internal name for something we know under another name or something we're not supposed to have access to.

    After deliberating as to the cause of this issue since moving house, I can only come up with us using a different service provider. Has anybody any ideas as to what could be causing this or experienced similar?
