check all the fuses, under the steering column, under the passenger seat and under the pass. side dash
make sure all the fuses are actually there and none are blown

Sounds like a blown fuse, had a similar problem with a Peugeot Partner last week. A short in the radio blew two fuses which disabled the dash and prevented the van from starting, simple fix and the owner was delighted it wasn't anything more sinister.

Why did you disconnect the battery? Was it discharging? Fuses usually blow when running or when the ignition is switched on. The relevant fuses which would effect the starting would be located under the steering column.
