Another Thai visa question

Can someone explain clearly how the thai visa system works? Basically if i enter on a 30 day tourist "visa" and leave thaiiland on day 23 and return on day 27,how long will the new visa last? Is it renewed by 15 or 30 days? Finally,I'm not applying for a visa as such but obtaining one on arrival,can this be the case?
