A survey of more than 1,000 men in India has concluded that condoms made according to international sizes are too large for a majority of Indian men.

I imagine what they mean by standard is a size that would fit most people.

Therefore half being below the standard would be noteworthy. That's how I read it anyway.

it means there's a lack of available sizes for 50% of a surveyed population based on an arbitrary gague, which in a country with 386,432,921 men aged 15-64 (according to the CIA factbook).

And even if we get to the basics of the response, even going so far as to reduce it to "goldilocks" options, 50% of what would expect a 33% split is a big issue.
