I know this is not what you want to hear but I doubt you will even be able to get a replacement passport before June 4th nevermind getting the visa replaced. It's only 9 working days away, even when the passport express option was working properly they only guaranteed 10 days. There is currently a backlog of 62,000 passports at the passport office.

I would try to contact the embassy to see what the procedure is for getting a new visa but first I would ring and visit every place you were last night and ring all the local garda stations to check with them too.

It may be possible. Go to the passport office in person, at 9 in the morning, and get it done. Then go to the American embassy at 9 the next morning, with your new passport, and find out.

If you put your address in the back of the passport, and you're lucky, someone will post it back.
