    Dublin City Council maybe? It's either them, or a contractor who'd have to get permission from them I assume.. so it's probably a good place to start.

    You're entitled to go down and ask to see their permit, if they have one, to work late. Unfortunately, if they're Dublin City Council, they'll most likely have one, but worth finding out.

    They're resurfacing the length of Mespil Road so it can't be the council themselves I;d say. Probably GMC or someone.

    Let me know if you found out who we can contact, we probably live in the same building and I could not sleep all night last night (same happened 2 weeks ago) and this is unacceptable
