Surface Rust on Steel Wheels

    A friend of mine is going for NCT soon and is worried about failing it due to surface rust on the wheels both on the inner and outter circumference. Is he right to be worried or does it matter?

    Surface rust is not a problem, it's only when it perforates or weakens the metal that it becomes an issue. I'd imagine the majority of oldish steel rims have some surface rust. He should start treating it to stop it gettting worse though.
