You could get them a nice hotel break, there are some great offers around especially if they can go midweek.
I would steer away from a present/ornament for the house, they probably have a house full of stuff. If you want to get them something silver, you could get them individual presents from Newbridge. They have tons of nice things in their new range and not too expensive.http://www.newbridgesilverware.com
You could get silver cufflinks for your Dad and anything from the jewellery range for your Mam.
Another idea would be to get a painting done of their house, I think there was an ad in The Times for it at the weekend or you could find a local artist to do it.
My last idea would suit if they are into gardening, maybe a water feature/bench/tree or something like that.

If you specifically wanted to get them something silver, how about getting them a photo album - something like this and fill it with photos from the last 25 years, in chronological order? I always love any presents involving photos, it's so much more personal and it's something they'll always have. :)

I got a beautiful rose called "silver wedding" and planted it in a silver pot for my Sister and Brother-in-Law

For my parents' 25th anniversary, I got a lovely Newgrange photo frame (twas silver design) and got a photo of them from the year they would have gotten married, ended up being a photo of the two of them on the beach in Brittas or something, and I made it black&white / sepia & put it in the frame, they really loved it.
