on every channell it looks like the picture is cropped at the sides no matter what changes I make to the Picture settings on the TV remote...is their any way I can alter this to see further to both sides of the screen.
..have a sky plus box and just upgraded to a 40" widescreen tv...

It's been a while since I've used a sky box, but i think there is an option under the system settings to change aspect ratio the box sends to the TV . Is it set to 4:3 or 16:9 ?

Also make sure your tv is not set to Zoom.

Your tv is working correctly. Why would you want 4:3 pictures stretched to fill a 16:9 frame?
