Penalty Points

    I have recently passed my driving but have not yet had the time apply for the actual full license. I was stopped this evening and was told I would be gettin two penalty points for holding a mobile phone. When she asked for my license I told her I didn't have one on me but I had a certificate of competantcy from passing my driving test. She said to produce a license within ten days.So if I go to the tax office tomorrow and apply for a full license what would happen if I didn't get it sent out to me within ten days and couldn't produce anything to the local garda station. Also, she told me I could be done for driving unaccompanied, is this any way true? I would have thought a certificate of competantancy was proof enough you were capable of driving on the roads and since the cert does not expire for two years how could that make any sense?

    Whilst you hold a certificate of competency (ie you passed your driving test), officially you are still driving under your provisional licence. Officially, legally and technically.

    You don't have a full licence until such time as you receive your full licence so technically, the garda does have a point.

    I would contact your local garda station before going to get your full licence. Speak to the garda and expain to them the situation. they will best advise you. It may be the case that you can show your provisional licence (hence you might satisfy the production requirement) and then go get your full licence.

    There is of course a glaring issue. You hold a certificate of competency and you are driving with a mobile phone in your hand! needless 2 points!!!

    When you receive your fixed penalty notice, follow the directions on the page

    Produce your provisional licence and your certificate of competency at the station. And ask for a receipt.

    Eagle + bear is as usual right. You do not have a licence until you submit your certificate of competence. O/P see my reply in Motors forum

    When entering licence details on pulse you can select wether it is a full licence or not. As far as I remember you can also enter details of a certificate of competency but I will confirm that tonight.

    members of AGS are not obliged nor have I ever seen anyone give out a reciept for production.

    All it takes is the click of a button. I see it and do it all the time. Unfortunately sometimes details get entered incorrectly on pulse so it does no harm to give the person a copy of the production too.

    Haven't come across it majorly in the District Courts but it would help in clearing things up in those 5minutes before district courts sits in the morning!

    Only if asked. I checked the system. You can produce a certificate of competency.

    Before you miss lead people Gardaí do not have to give out reciepts. Infact printing off a certificate is an offical court document and there is no directive to give out same....
