Any idea of how to remove old oil based paint from walls? From what I found 2 options are, removal by using mixture of chemicals or by over-painting the walls.

Chemicals: 5 parts of potassium silicate (water glass, 36%), about 1 part of soda lye (40%) and 1 part of amonia - the composition should dissolve the old varnish coat

Paint over: sand (with 100 grit paper) all walls, wash with sodium phosphorate and water, add 1 coat of oil-based primer and 1-2 coats of Latex paint.

Which of the mentioned methods is your preferred (more effective and less complicated) and where to get those chemicals ?
