Anyone know what the story is with this? Was sure it was for service vehicles only but there seems to be a constant stream of traffic on this road...creates nothing but problems when trying to merge to the main road as cars are switching lanes constantly. Accident waiting to happen imo.

It was for service vehicles when it was being layed... for obvious reasons! No it's complete it's a public road.

But it's a ridiculous situation tbh...you have to look over your left shoulder to get in to the left lane if you're coming from the main road and then you have people coming from the slip road trying to get in to the right lane. Total mess.
