Lift clean drop?

Just want to clear up a winter rules debate...if you are lifting and replacing your ball in winter conditions, surely it is up to the committee to specify the distance in which you are allowed to replace your ball? In our club, we have lift clean place on the fairway within 6 inches.
But there's no such definition when it comes to lift-clean-drop in the rough, so I assume therefore that the one club-length rule that accompanies any free drop comes into play?

It must be specified in the local rule.
If you have a local rule for relief from embedded balls through the green, usually it will say "as close as possible" but the general winter rule that allows lifting and cleaning and then placing (or drop in the rough) is a local rule and if the distance isn't specified then let your committee know.

Do you have to play a plugged ball on the fairway or in the rough if your not on winter rules or are you allowed relief from the plug mark?

you can drop a plugged ball only on any closely mown area (fairway, fringe, apron, around bunkers that are mown etc)

    Slight clarification

you can drop a plugged ball, without penalty, only on any closely mown area (fairway, fringe, apron, around bunkers that are mown etc)

Plugged anywhere else and it's penalty time, unfortunately.

I take it this includes the actual green ...

You can mark your ball on the green, repair the pitch mark and replace.

Whats the ruling on pole fork marks on the green?

Playing the weekend, ball was in a pole fork mark (greens nearly recovered from recent work), marked it, cleaned it, replaced back in the pole fork mark.

Was this the right thing to do? No putts started in a straight line as a result of this (happened maybe 6 times)

Afterwards some mentioned I didnt have to replace the ball in the pole fork mark.

    Whats the ruling there?
