Conflcting number of tags allowed

When I reply to a post, the "Tags" field has text to say I may add 25 tags. However, when I add 7 tags to a reply, I get an error (on submit) that I've 2 too many tags. E.g. tags "upc, ntl, digtal, cable, cisco, dvr, pvr"

25 tags in total per thread, 2 tags per poster.
