Question re entitlement while in education

My boyfriend was in receipt of job seekers payment from December 08 to the beginning of January 2010. In January, he started a sixteen week culinary skills course run by Failte Ireland. He received a fortnightly payment of approx €380 which was paid by Failte Ireland. He has applied for a further culinary course at the same college but this course is not run by Failte Ireland. I've been trying to gather information on Back to Education Allowance but it appears that he needs to be in receipt of a social welfare payment for nine months immediately prior to the course. In view of the fact that he has been getting paid by Failte Ireland, it seems he doesn't qualify for the payment. Is he entitled to claim jobseekers while attending the course? Or is there any other payment he may be entitled to?

As far as I know he will only receive Jobseekers if he is availible for work. If he is on a course and cannot work for the duration he will not receive anything.
