carrier unlocked iphone question ... how?

hi, just curious, rather than jailbreaking and unlocking an Iphone, how does the carrier unlock the phone? do they have a database of unlocking codes based on the IMEI? or do they need to trigger a network request to the handset?

They request it from Apple, and the unlock is done via iTunes.
