I'm heading out to Sydney on 21st April. I was thinking about sending CVs maybe 2 weeks before I depart. Would I be better off waiting til I get out there?

yes, most agencies (unless you have an amazing CV) will just say 'Great, give me a shout when you arrive'

as you can't make them money until you arrive
