As little disturbance as possible and cover for lying up, more important than food availability or supplementation.

Throw out a couple of the horse mineral licks around their feeding areas and have a look around and find out what they browse most and if you can supplement it with more of the same every once in while go for it. In the meantime disturb the least possible.

    + one not shooting them,
    nice fresh grass;),
salt lick, deer need the minerals in salt as there isn't any naturally in there environment to stay healthy & cast antlers, both buck & hind eat cast antlers for the minerals in them. fallow move out of areas when overly disturbed to locations where there not disturbed. They can move around large areas feeding so often difficult to count exact number.
Forestry is bound to keep em there as well.

Just interested - are you hoping to keep these fallows on lands that you may have livestock on and if so will they not be a hinderance to you.
